Questions buyers ask
What will I pay on top of the price?General guidance
You pay stamp duty and a registration fee when the sale deed is registered. In Haryana the stamp duty rate depends on where the home is and whose name it is registered in. A home still being built also carries GST; a finished home sold after its completion certificate carries none. Developers may also charge for parking, club membership, preferential location (PLC) and a maintenance deposit. Ask for the full cost sheet in writing before you pay a token.

What protections do I have as a buyer?General guidance
Under the RERA Act, a registered project has to keep most of the money buyers pay in a separate bank account for that project, sell by carpet area, and stick to the plans it registered unless enough buyers agree to a change. If possession is late, a buyer can ask HARERA for interest or a refund. How this applies to your own purchase depends on your agreement, so ask a lawyer before you sign.
What is carpet area, and how is it different from super area?General guidance
Carpet area is the floor inside a home's walls that you can actually use, not counting the outer walls, the balcony or any share of the building. Under the RERA Act a registered project has to quote and sell by carpet area. Super area (or super built-up area) adds the walls and a share of the lobbies, lifts, stairs and other common areas, so it is larger, and a rate per sq ft of super area looks lower than the same home's rate per sq ft of carpet area. Compare prices on the same basis.
What should I check before paying a booking amount?General guidance
Check that the project is registered with HARERA and that the registration is still live, and match the tower and floor you are offered against the registered plans. Ask for the cost sheet, the payment plan and the possession date in writing. Read the builder-buyer agreement in full before you sign it. Under the RERA Act a developer may not take more than 10% of the cost as an advance or application fee before a written agreement for sale is signed and registered.
